State the context

Explain the thesis question: How can international development projects better measure job creation?

1.1 Literature Review

Talk about what others have found and reported:

  • which countries have reported on job creation? Which donors? which sectors?
  • what are the benchmarks (jobs per dollar, etc.)?
  • what are the approaches?

Boruda et al. “warn of the dangers that simplistic or poorly conceived measures can introduce.”1

They find it “impossible to produce reliable quantitative estimates [of job creation at the aggregate level] from published project data.”2
